In preparation for the upcoming War of Independence, General Choi Woon-san also raised military funds necessary for the integration of the independence armies in North Gando by selling his own land.

The armed independence forces in North Gando engaged in intensive discussions on unification from March in 1920 and on May 11th, six representative independence forces announced 'Pledge of Associations in North Gando' consisting of 18 articles for the united action. Finally, the united independence army in North Gando, ‘Daehan Bukrodokgunbu’ was finally established on May 19, by the signing of a contract of permanent integration between ‘Daehan-Gunmudodokbu’ and ‘Dahan-Kukminhoe’ in Bongodong. And other independence troops, ‘Uigundan’, ‘Sinmindan’, ‘Gwangbokdan’ and ‘Maenghodan’ were also integrated into it under the guarantee that General Choi Woon-san would provide weapons and military funds.

As thousands of independence troops gathered in Bongodong to expand their power, the Japanese military, feeling a sense of crisis, came to implement the plan to subjugate the base of the independence army. They crossed the border and the Bongodong War of Independence began.

And behind it there was the sacrifice and dedication of General Choi Woon-san and his brothers who devoted everything they had to making Bongodong Independence Army Base and nurturing the independence army for 10 years.
